Yellow Card Publishes 2026 Report on Data Protection and AI Governance

Yellow Card's new report details the maturation of data protection and AI regulations across Africa, offering a compliance blueprint for financial institutions adopting stablecoins.

Yellow Card, the largest licensed stablecoin-based infrastructure provider for emerging markets, has published its 2026 Report on Data Protection and Artificial Intelligence Governance in Africa. The document outlines the rapid evolution of regulatory frameworks across the continent and provides a compliance roadmap for institutional expansion in global emerging markets.

The report arrives as banks, financial institutions, telcos, and payment service providers increasingly integrate stablecoins into treasury management and cross-border payment systems. Thelma Okorie, Group Data Protection and Privacy Counsel at Yellow Card and author of the report, noted that innovation in payment rails now hinges on navigating complex cross-border regulatory landscapes.

Key findings include widespread legislative maturity: 45 African nations have enacted data protection laws, with 39 regulatory authorities fully operational. On AI governance, 16 countries have adopted national AI strategies, with major economies such as Nigeria, Angola, Morocco, and Namibia moving toward enforceable AI laws. This shift from soft-law policies to stringent regulations will affect financial services deploying AI for KYC, transaction monitoring, and risk profiling.

The report emphasizes that 2026 marks an era of rigorous enforcement, with regulators increasingly requiring Data Protection Impact Assessments (DPIAs) and Algorithmic Impact Assessments (AIAs). For financial institutions using stablecoins to unlock trapped liquidity and reduce settlement times, maintaining high data and security standards is now essential.

Yellow Card’s API suite and Treasury Portal provide licensed fiat and stablecoin rails, allowing clients to execute instant settlements across over 30 blockchains and manage global fiat accounts. The company positions itself as a compliant gateway for businesses to operate across 45 different regulatory regimes without navigating each individually.
