White House Waives Some Russia Sanctions Under Graham Act

Washington issued a broad waiver exempting Russia from certain sanctions under the Graham Act, shifting implementation amid rising Ukraine-US tensions.

On October 16, US President Donald Trump issued a broad waiver under the Lindsey O. Graham Sanctioning Russia and Iran Act, shielding Russia from certain additional sanctions mandated by that legislation.

The decision comes as tensions between Ukraine and the United States grow, prompting questions about how Washington will handle sanctions on Moscow. The move marks a shift in how the new law’s sanctions requirements are being applied.
