Revolut Bank Receives Full Banking Licence in France

Revolut Bank S.A. has obtained a full French banking licence after a joint review by ACPR and the ECB, paving the way for expansion across Western Europe.
Revolut Bank S.A. (RBSA) has been granted a full banking licence in France, the company announced on Monday. The licence follows a joint review by France's Autorité de Contrôle Prudentiel et de Résolution (ACPR) and the European Central Bank (ECB), with final approval from the ECB Governing Council on August 10, 2026.
The move is a significant step in Revolut's European growth strategy. The fintech reports roughly 30 million customers across Western Europe, including almost 8 million users added in 2025 alone. With the new licence, Revolut aims to strengthen its position as one of the region's largest retail banks.
Revolut plans to invest more than €1 billion in Western Europe and create over 600 new jobs. It also intends to open a new regional headquarters in Paris in 2027. RBSA will begin serving customers in France first, before rolling out to markets such as Germany, Ireland, Italy, Portugal and Spain.
Meanwhile, Revolut's existing Lithuanian entity, Revolut Bank UAB, will continue to support customers across the rest of the European Economic Area. Both entities will be supervised by the ECB under what Revolut describes as a "dual hub" model designed to support large-scale growth.
Revolut founder and CEO Nik Storonsky said the licence gives the company "the foundation to build the next generation of banking" for its Western European customers. He added that France's strong financial industry and regulatory environment make it an ideal base for future expansion.
With banking licences now secured in both Europe and the United States, Revolut continues to broaden its global footprint, currently operating across 40 markets worldwide.
