Putin Signs Digital Currency Law, Main Rules Start September 2026
Russian President Vladimir Putin signed a digital currency and digital rights law, with key provisions set to take effect on September 1, 2026 and a transition period ending July 1, 2027.
Russian President Vladimir Putin signed the law on digital currencies and digital rights on August 4, alongside Federal Law 283-FZ, which adjusts related legislation including securities-market rules and anti-money-laundering law 115-FZ.
The main provisions will take effect on September 1, 2026, with a transition period ending July 1, 2027. The law describes infrastructure that does not yet exist, while retail funds are currently held elsewhere.
According to Central Bank estimates, Russians' average monthly balances on foreign exchanges reached 720 billion rubles by April 2026. Investments in domestic instruments tied to the same quotes were much smaller at 3.8 billion rubles.
