Putin Signs Crypto Regulation Law in Russia

Russian President Vladimir Putin signed a law on digital currency and digital rights, allowing crypto operations via exchanges, brokers, and organized trading. It sets a 300,000 ruble annual limit for non-qualified investors after testing.

On August 4, President Putin signed the law “On Digital Currency and Digital Rights.” It legalizes operations with cryptocurrencies through crypto exchanges, brokers, management companies, and organized trading venues. Digital depositories will record rights to digital assets.

The law imposes an annual limit of 300,000 rubles per intermediary for non-qualified investors who pass a testing procedure. Exporters and importers, however, may use cryptocurrency for cross-border settlements without any restrictions.

The legislation takes effect on September 1, with certain provisions deferred. A transition period will run until July 1, 2027.
