Myanmar Enacts Anti-Online Scam Law with Death Penalty for Fatal Coercion
Myanmar's military-backed parliament passed an Anti-Online Scam Bill on July 28, imposing the death penalty for forced online fraud resulting in death and up to life imprisonment for coercion.
The legislation, approved by the junta-controlled parliament, retains capital punishment for cases where victims of forced online fraud die. Even without fatalities, coercing individuals into scam operations carries a sentence of 10 years to life.
Scam compounds are widespread along Myanmar's borders, fueled by the ongoing civil war. Many operations rely on Starlink satellite internet after authorities attempted to disrupt cross-border connectivity.
The law targets factories that abduct or torture people to work in digital fraud schemes, a practice that has drawn international scrutiny. However, enforcement may remain challenging given the volatile security situation in border regions.
