IISS: Export Controls Weaponized in Quantum Tech Race, China Accelerates Own Development

The US and allies use quantum export controls to shape the industry, but the strategy may backfire as China builds its own supply chain and standards, IISS says.

The US and its allies are restricting quantum technologies not just for security but to preemptively dominate the emerging industry, according to an analysis by the International Institute for Strategic Studies (IISS). The report suggests that export controls are now a strategic tool in the quantum arms race.

However, the effectiveness of such barriers is uncertain. No single country controls the full quantum supply chain, and restrictions may spur rivals to develop independent capabilities. China has already accelerated its own component development and begun drafting domestic standards for quantum technologies, aiming to reduce reliance on Western suppliers.

This dynamic could fragment the global quantum landscape and undermine the intended strategic advantage of export controls.
