Former Defense Secretary Mark Esper is pushing the Senate to immediately pass the Clarity Act, framing the stablecoin regulation as a critical national security issue. In a Financial Times op-ed, he argues that for 80 years, US global power has rested not just on military might but on the dollar and the payment infrastructure that gives Washington sanctions and oversight leverage.
He warns that a new blockchain-based financial system built on stablecoins could shift that power. If the United States fails to establish the rules, other countries—especially China—will write them instead, he says.
Esper’s call adds high-profile urgency to the legislative effort as lawmakers debate the regulatory framework for digital assets.
