XRP Price Near $1.32 as Binance Whale Outflows Fall to…

XRP traded near $1.32 on Oct. 20 as Binance whale outflows fell to about $49.7M and the XRP Ledger's fixCleanup3_4_0 amendment moved toward a possible Oct. 23 activation.
XRP changed hands near $1.32 on Oct. 20, quoted at $1.3190 as of 19:25 UTC after recovering from around $1.30 earlier in the day. CoinGecko data showed a market capitalization of roughly $82 billion at midday, with later pricing putting it closer to $83 billion. Two separate developments drew attention: a sharp decline in a Binance whale-withdrawal gauge and an upcoming XRP Ledger software amendment.
Analyst Darkfost reported that the 90-day moving average of dollar-denominated XRP whale outflows from Binance had fallen to about $49.7 million. That compares with roughly $3.5 billion in February 2025, a drop of about 98.6%, and marks the lowest reading in five years, with similar levels last seen around October 2021. The metric covers only Binance, uses a rolling average rather than single-day transfers, and is denominated in dollars, so XRP’s price decline also affects the comparison. Reduced withdrawals do not by themselves prove that large holders are selling less or preparing to accumulate.
XRPL upgrade in focus
The XRP Ledger’s fixCleanup3_4_0 amendment reached its required majority on Oct. 9 at about 09:34 UTC, beginning a two-week approval period. A validator roll call at 19:18 UTC on Oct. 20 showed 29 of 35 trusted validators supporting it, above the 80% threshold but leaving no spare votes on that list. Other explorers may show different totals because their validator sets and observation times vary. If support holds, the window expires around 09:34 UTC on Oct. 23, though actual activation would follow through the eligible flag-ledger process rather than necessarily at that minute. Losing the majority before activation could reset the countdown.
The amendment arrived with XRP Ledger server software version 3.4.0 in September and bundles technical fixes across transaction processing, token permissions, automated market makers, escrow operations and lending-related functionality. It includes corrections to token clawback operations in AMMs, more precise accounting for vault deposits and withdrawals, stronger transaction authorization rules, and escrow reserve and signing fixes. These are infrastructure and reliability changes, not a new token product or a change to XRP supply, and the amendment does not activate the proposed lending protocol, which requires separate validator approval.
XRP remained under pressure after a weekly decline, with Oct. 20 data placing its seven-day range at about $1.26 to $1.38. The near-term technical question is whether it can sustain a recovery through $1.33-$1.38. Separately, Ripple’s Nov. 1 escrow release will make up to 1 billion XRP eligible for unlocking, though the gross amount does not equal coins immediately entering exchanges. In October, 700 million of the 1 billion XRP released was returned to escrow, leaving a net reduction of 300 million. Investors are watching whether Binance whale withdrawals rise again, whether the amendment activates, and how much XRP Ripple re-locks after November’s release.
