Coinbase Targets Binance Users With 5% Transfer Bonus in Europe

Coinbase is offering a 5% transfer bonus to European users moving funds from Binance, which is restricting services in several EU markets ahead of the July MiCA deadline. OKX is also running a deposit matching campaign.

Coinbase has introduced a 5% transfer bonus for users in Europe who move their assets from Binance, as the exchange capitalizes on regulatory uncertainty ahead of the July 1 Markets in Crypto-Assets (MiCA) implementation deadline. The offer targets Binance customers in markets where Binance has begun restricting services due to its lack of a MiCA license.

Coinbase CEO Brian Armstrong promoted the campaign on X, directing users in Germany, France, Italy, Belgium, Poland, Sweden, and the UK to the company’s website for details. The exchange has held a MiCA license since 2025, positioning it to operate across all 27 EU member states under the bloc’s passporting regime. The bonus applies to transfers made before July 13.

OKX has also launched a competitive campaign. CEO Star Xu announced deposit matching of up to 8% for eligible users in the European Economic Area, framing MiCA as the start of a new phase for regulated crypto services. “If you’re looking for a regulated platform built for the long term, we’re excited to welcome you to OKX,” Xu said.

Binance’s Service Restrictions

Binance has notified users in several EU countries — including major markets such as France, Italy, Poland, and Spain — that it will no longer accept new registrations and will restrict certain services. The exchange assured clients that their assets remain safe and accessible. The decision follows Binance’s withdrawal of its license application in Greece while it pursues authorization in another EU member state.

Binance stated that its European ambitions remain unchanged and that it is confident it will secure a MiCA license in the coming months. However, the timing leaves a competitive opening for rivals during the transition period, as users seek continuity in trading access.

The MiCA framework replaces fragmented national crypto regimes with a single licensing standard across the EU. Exchanges licensed ahead of the deadline can serve customers bloc-wide, while those without authorization must wind down activities. This dynamic turns regulatory readiness into a direct customer acquisition tool.

For Coinbase and OKX, the bonus campaigns are designed to convert regulatory compliance into a value proposition, reducing friction for asset transfers while Binance faces near-term disruption. The impact is likely to be most visible in retail flows initially, though institutional clients may also shift toward licensed platforms as MiCA raises governance and disclosure standards.

Even if Binance secures approval later, some migrated users may not return if licensed competitors maintain deeper liquidity and attractive incentives. The MiCA deadline is reshaping crypto competition in Europe by forcing exchanges to prove regulatory status alongside trading features.
