Russia Passes Digital Currency Law, Regulated Trading from Sept 2026

Russia’s State Duma adopted the law ‘On Digital Currencies and Digital Rights’ in final readings, introducing licensed intermediaries, regulated exchange trading and central bank oversight. Main provisions take effect on 1 September 2026, with a transition period until July 2027.

On 21 July, the State Duma approved the legislation in second and third readings. For the first time, the Russian crypto market will see licensed intermediaries, regulated exchange operations, digital depositories and supervision by the Central Bank. The core rules come into force on 1 September 2026.

A transition phase runs until 1 July 2027. After that date, cryptocurrency transactions will be permitted only through regulated entities and banks, while a separate criminal article is being prepared for illegal intermediation. The changing landscape has already prompted reports of rising demand for services that do not require verification, particularly affecting ordinary crypto sellers.
