Moscow Exchange Chair: Russia's Market Moving 'In the Wrong Direction'

Sergey Shvetsov, chairman of the Moscow Exchange supervisory board, said at the St. Petersburg International Economic Forum that the Russian stock market is moving quickly but in the opposite direction from the presidential goal of increasing market capitalization.

Speaking at PMEF 2026, Sergey Shvetsov, chairman of the supervisory board of the Moscow Exchange, commented on the presidential decree aimed at boosting the capitalization of Russia's stock market. He stated: "We are moving very quickly, at a good pace, but, unfortunately, in the other direction."

The remark underscores growing concern over the effectiveness of government efforts to deepen the domestic equity market. The decree, which sets ambitious capitalization targets, has faced headwinds from geopolitical tensions and capital flight. Shvetsov's candid assessment implies that current policies may not be yielding the desired results.
