Russian Federation Council Approves Crypto Purchase and Exchange Law

Russia's upper house approved a law regulating cryptocurrency purchases for investors, setting annual limits and testing requirements. Crypto exchanges must register and hold at least 15 million rubles in capital.

The Russian Federation Council has approved a law allowing non-qualified investors to buy liquid cryptocurrencies through intermediaries up to 300,000 rubles (approx. $3,300) per year. Qualified investors face no purchase limits. Both categories must pass a mandatory test before trading.

Crypto exchanges will be added to a special government register and must maintain at least 15 million rubles in own funds. The law retains the ban on using cryptocurrencies to pay for goods and services within Russia.

Starting July 1, 2027, banks must refuse transfers if they suspect the recipient is engaged in illegal crypto exchange. The main provisions take effect on September 1, 2026, after the president signs the bill into law.
