Budanov: Russia Recruits Ukrainian Agents for $300, Driven by Economics

Ukraine's intelligence chief Kyrylo Budanov stated that Russia's recruitment of agents inside Ukraine is motivated almost entirely by economic hardship, not ideology. He described the targets as 'the $300 people,' referring to the standard recruitment price.

Kyrylo Budanov, head of Ukraine's Main Intelligence Directorate, said that Russia's efforts to recruit agents within Ukraine are overwhelmingly economic in nature rather than ideological. He referred to the recruits as "the $300 people," noting the standard recruitment fee is $300.

"The foundation is poverty," Budanov stated, adding that such economic motivations leave little room for preventive measures. His remarks highlight the challenge Ukraine faces in countering Russian intelligence operations amid widespread economic strain.
