Warren Lovely, Stéfane Marion, and Matthieu Arseneau of National Bank of Canada (NBC) have recommended that the Bank of Canada (BoC) incorporate a clear unemployment rate forecast into its quarterly Monetary Policy Report (MPR).
The analysts argue that adding such a projection would enhance transparency around the central bank's dual mandate, which includes both inflation and employment targets. Currently, the BoC's MPR focuses primarily on inflation outlooks without a specific numerical unemployment forecast.
This suggestion comes amid ongoing debate over the BoC's policy stance and its impact on labor markets. The analysts believe that an explicit unemployment target would help markets better understand the central bank's reaction function.
